Curriculum Vitae

Prof. Dr. Dr. h.c. Martin Ibler was born in 1955 in Bad Harzburg. After the Abitur (1974 in Bad Harzburg) and the military service (soldier on time, lastly first lieutenant of the reserve) he studied law in Göttingen. He completed the first state exam after eight semesters in 1981, followed by the preparatory service in Göttingen, Hanover and Celle. After the second state examination in 1983 Prof. Ibler worked for six years as a lawyer in his hometown Bad Harzburg. At the same time he gained his PhD  in 1987 with a paper in the area of planning approval law (Planfeststellungsrecht). In 1990, he returned from practice to the University of Göttingen, where he qualified as a professor by Volkmar Götz in 1999 with a paper with the title "Rechtspflegerder Rechtsschutz im Verwaltungsrecht". After this followed two teaching and research stays at the University of Valencia as well as chair substitutions at the universities of Kiel and Konstanz.

In autumn 2000, Prof. Ibler was appointed to the University of Constance as successor to Prof. Winfried Brohm (em.) and in January 2001 he was appointed Ordinarius of Public Law. From October 2003 to September 2005, Prof. Ibler was professor at the Department of Law at the University. From October 2011 to September 2012, he was the Dean of Studies at the Department of Law and the Political and Political Economy Section. Between 2005 and 2015, he received numerous lectures and research stays at the Universities of Valencia (Spain) and Santo Tomás (Bogotá, Colombia). In March 2015, the Universidad Santo Tomás awarded him a honorary doctorate.

Prof. Ibler's research focuses on administrative law, constitutional law and comparative law (constitutional and administrative law in Spanish-speaking countries).
